First you need to decide do you have time to do this for ~10-30 minutes / day. This is not very much, but sadly most of the people get bored after three days. If you think this is not horrible requirement, you should start earning. After that you need to join Alertpay and Paypal, because you'll get your money to Alertpay pr paypal account in most of the programs. Joining these is free and easy and they accept most of the countries too.
Get paid to programs have very much different types. Most of them are related to visiting or joining advertisers websites. Some sites pay you to click ads, read emails, sign up offers... etc. Now I need to warn you, because there are very much scam sites out there (sites which simply won't pay you) so join only trusted sites. You should always remember: When something looks too good to be true, it probably is. If site pays you 100$ for 1 click it has to be scam. Remember to use different usernames/passwords too, because you might even lose other accounts if you use same username and password everywhere.
Most of the GPT-sites have referral program, which means you'll get paid for referring new people to join. This is done with your referral link. If someone joins through your referral link you'll get paid. Some programs pay for referrals signups, but most of them require some action of the referred user (advert clicking, buying something etc...). Referrals are normal people who make money like you do. Referred people itself won't lose anything, referrer just gets some extra money. Getting referrals is pretty difficult nowadays due to too much advertising of referral links. People also think that they'll lose money or they don't want to be other peoples "slaves". Everyone will be someones referral, if you don't join under someone then someone will buy you as referral. I think it's better to join under someone than to "getting bought".
Many programs also sell referrals. You can buy certain amount of referrals, wait for profit and take your cash out. Profits are not guaranteed, but almost always you'll get profit. You can of course convert money to advertisements at the site which might be good idea; converting is way faster than cashing out and you might get even more money if you advertise your referral link. For example you can buy adverts on site A and advertise sites B referral link. This is more risky and it's good idea only if ads are cheap and cashout time is long.
Upgrade means that with investing sum of money you'll get some benefits. Usually upgrades include: faster earnings, faster cashout times, free referrals, free advertisements, lower pay out limit or something else. Upgrade packages are usually sold in 1 month, 1 year and lifetime options. Upgrade is recommended only if you have been paid. Usually upgraded members are called premiums or gold members and non-upgraded standards.

At start you won't make very much and work might seem to be hard, but the worst thing to do is to give up. After you have got your first 10$, you can invest it and you'll start making money very fast.
